Many taxpayers who are in IRS trouble have found it difficult to be approved for IRS settlements such as the Offer in Compromise program. Historically, OIC application approval rates have remained under 25%. Recently, the IRS has updated the OIC application forms so that it is easier for applicants to understand.

As part of recent efforts to collect unpaid taxes, the Senate Finance Committee has held a confirmation hearing on July 14 to consider the nomination of William Wilkins to be IRS Chief Counsel. Wilkins is expected to spearhead IRS efforts to close the $345 billion a year tax gap.

If you receive income but file a zero tax return for that year, you will be liable for IRS tax penalties for tax deficiency.
In addition, if you argue that you are (for unqualified reasons) exempt from income tax, you will be charged with the frivolous position penalty in addition to the IRS tax penalties that you would incur from unpaid taxes.

If you submit false documents in your tax returns, the IRS will impose severe tax penalties on you upon discovery. The money you save by trying to claim excess deductions (that are not entitled to you) is not worth the IRS trouble you will bring yourself.

While Geithner has told Congress that there will be no income tax increases until 2011, his recent proposal to Congress requested additional funding for improved IRS collection operations and increased scrutiny of tax returns.
We’re already seeing the IRS cracking down on both small businessess and individuals with increased tax audits and aggressive collection tactics including bank levies.

Question: Does the 10 year collection statute begin when the civil penalties are due? Or, when the installment agreement has begun? Or, as in my case, when the installment agreement was reinstated?
Answer: The 10 year Collection Statute Expiration Date (CSED) begins on the ASSESSMENT date, not when the taxes are due and not when you begin an Installment Payment Plan.
There are exceptions to this rule, including if the taxpayer agrees

At least 13 companies who received some of the $300 billion in TARP (Troubled Asset Relief Program) funds owe hundreds of million of dollars in delinquent federal taxes but still received federal bailout money.
As a condition of receiving TARP funds, these companies signed statements indicating they owned no back federal taxes.

Under the NEW IRC Section 165 Safe Harbor Rules the IRS estimates it will refund victims of the Bernard Madoff’s massive ponzi scheme around $17 billion!!
The Safe Harbor provisions are crucial to obtaining relief for victims of investment stock fraud because it converts what would ordinarily be a capital loss (which is offset against capital gains and any unused capital loss is then limited to a deduction of only $3,000
